Article 1 These measures are formulated in accordance with the administrative license law of the people's Republic of China and the decision of the State Council on the establishment of administrative license for administrative examination and approval projects that really need to be retained in order to strengthen the supervision and management of the quality of hoists of water conservancy projects and ensure the operation safety of water conservancy projects.
第二条 水利工程启闭机生产及使用许可的实施和监督管理，适用本办法。列入《特种设备安全监察条例》规定的特种设备目录的，适用该条例。
Article 2 These Measures shall apply to the implementation, supervision and administration of the production and use license of hoists in water conservancy projects. Those listed in the catalogue of special equipment specified in the regulations on safety supervision of special equipment shall apply to the regulations.
本办法所称启闭机，是指水利工程中用于开启和关闭闸门、起吊和安放拦污栅的专用设备。
The term "hoist" as mentioned in these Measures refers to the special equipment used to open and close gates, lift and place trash racks in hydraulic projects.
第三条 国务院水行政主管部门负责启闭机生产及使用许可的实施和监督管理工作。
Article 3 the water conservancy administrative department under the State Council shall be responsible for the implementation, supervision and administration of the production and use license of hoists.
